Glenwood City School District is committed to providing students with access to high-quality library resources that support learning, literacy, and lifelong reading. Our District Library Plan outlines the goals, priorities, and practices that guide our library services and resources.

Fourth Grade Promotion Policy – Wisconsin Act 20

In accordance with Wisconsin Act 20, the Glenwood City School District has established a policy addressing promotion from third grade to fourth grade based on students’ reading achievement.

Beginning with the 2025–26 school year, Wisconsin law requires school districts to have a policy specifying the criteria used to determine whether a third-grade student is promoted to fourth grade. The policy includes consideration of a student’s reading achievement and the supports that will be provided when a student is not yet demonstrating grade-level reading skills.

Our goal is to ensure that every student receives the instruction, intervention, and support necessary to become a successful reader and continue making progress toward grade-level expectations.

Early Literacy Plan – Board Approval

In accordance with Wisconsin Act 20 requirements, Glenwood City Elementary has developed an Early Literacy Plan outlining the district’s approach to supporting early reading achievement. The plan addresses key components of early literacy instruction, assessment, intervention, progress monitoring, and family engagement.

The plan reflects the district’s continued commitment to providing evidence-based literacy instruction and using student assessment data to identify needs and provide appropriate supports for students.

Act 20 Parent and Family Engagement Policy 

In accordance with Wisconsin Act 20 requirements, Glenwood City Elementary has developed a Parent and Family Engagement Policy specific to the district’s early literacy programming. The policy outlines how the district will engage and communicate with parents and families regarding early literacy programming, student needs, available supports, and opportunities for family involvement.
